xTAG-3 TCK clock frequency

Hi All,
in xTIMEcomposer, the RunConfigurations dialogue allows us to slow down the JTAG TCK frequency for xrun as follows:
On re-entry to the RunConfigurations dialogue the xTAG initiates some JTAG activity using the default maximum clock speed - I assume it's scanning for attached devices. Shouldn't this also have a speed limit? I would have thought that if you have a system that can't keep up with the default TCK frequency, then that's going to be the case for all JTAG traffic.
I'm using xTIMEcomposer 14.3.2 Community edition and Windows 7 64-bit.
