The whole site seems to be utterly broken, extremely slow and does not properly load stylesheets and js files.
Where to download xTimeComposer?

I've tried right now, it seems to work just fine. For sure you need to login before proceed with download.
Login > Resources > Tools
Anyway your link is for Tools v15.2.1 not xTimeComposer
