Have a question on the USB ULPI port table as attached above. Pin XnD36 in shown as a green pin (can be used). This signal is also P1M0 / P8D0 / P16B8.

This signal is the only shared pin that is shown as green. It is also the first bit of the 8 bit port P8D.

Wanted to double check if XnD36 is a green pin?

Yes, XnD36 is and should be Green. Basically this means that you can use P1M0 when you are using ULPI.
