I have submitted this as a related bug ticket but I'm posting it here as well to see if others can reproduce the same issue.
Running "xrun -l --jtag-speed 6" or "xrun [FIRMWARE] --jtag-speed 6" appears to have no effect on the JTAG clock when probing with an oscilloscope.
I have tested with the 13.1 and the 13.0.2 tools on OSX and windows, nothing appears to alter the JTAG clock speed from 12.5Mhz.
I tried the xgdb workaround listed in this thread (https://www.xcore.com/forum/viewtopic.php?f=8&t=1770) with the same results.
Can anyone else confirm if their JTAG clock speed alters correctly with that parameter?
JTAG Speed Parameter has not effect.

Yes this is a known issue in the XTAG firmware for 13.1, I have been assigned your ticket and will provide you a patch via the RT system. It will be fixed for the upcoming 13.2 release.
