can't burn L1 in xTIMEcomposer 13.0.2

Hello ,

    I use the L1 ,my board can burn the SPI flash in xTIMEcomposer12.2，but change the xTIMEcomposer13.0.2,it can't burn .I try to use the command line ,it's the same problem .

the following is in the 12.2:
