How to divide clock frequency?

I need to divide the clock frequency by 32. Clock source from a 1-bit port.

If your clock source is 100MHz, why not use a 100MHz internal reference clock (either timer or port clock)? (Your clock signal will be skewed anyway if you try to divide it from an external clock), or is the clock signal not continuous?
