Can the xlink to the XTAG2 for xscope debugging come from any free xlink on any processor in a multiple processor system? I can't find this specified anywhere (though that could be because I'm not looking in the right place).

Yes, you can use any free link to the xTAG-2 for xSCOPE debugging in a multi-tile system. You need to specify the link you will be using for xSCOPE debugging in the XN file. You will find something like the following:
