I'm also running Windows 10 under Parallels, so I tried installing xTIMEcomposer 14.4.1 and it worked just fine. So definitely an issue with the macOS version. I think it may be a consequence of updating to 10.14.6 Mojave.
Not sure why this would be an issue though?

I think I may have found something significant. I ran an SSL certificate check on www.xmos.com

Amongst all the entries under Handshake Simulation:
Java 6u45 Server sent fatal alert: protocol_version
This is exactly the same error I get with xTIMEcomposer under macOS, which uses the Java 6 runtime environment.
The issue is identified as:
No support for virtual SSL hosting (SNI). Connects to the default site if the server uses SNI.
Does this help please?

The www.xmos.com SSL certificate was updated yesterday Thu, 27 Jan 2022 00:00:00 UTC
As result I can't connect from xTIMEcomposer as the Java 6 Runtime environment doesn't look to be supported, it looks to be the same issue as above, could you fix please?

The SSL certificate was about to expire next month, so we needed to renew it. It's not related to the issue above related to protocol_version issue before, I just did a simple swapping of old SSL certificate files with new SSL certificate files, no SSL config changes were made.
I'm not seeing any issue with xTIMEcomposer on my end, so not sure how so go about diagnosing the JRE issue you're experiencing :(

When I try to do a Download All Content, I get an error window with this message:
Unable to download all available content:
(Java.lang.RuntimeException: Unexpected error:
java.security.InvalidAlgorithmParameterException: the trustAnchors parameter must be
non-empty)
When I do the SSL certificate check, for the entry for Java 6u45, the following message is displayed in red:
Client does not support DH parameters > 1024 bits
Is this an issue please? I don't remember it from last time.
There were no problems when I last used xTIMEcomposer a couple of weeks back so it looks like the SSL certificate update is still the most likely culprit.
