In general, smaller ports take precedence over larger ports. So, if you enable an 8-bit port and an overlapping 4-bit port, it's the values from the 4-bit port that would make it to the outside world, for example.
Enabling USB uses port 8A and 8B on that tile. However, ports 4A, 4B, 4C and 4D still remain available for use.
It's not relevant info for your 1-bit port case since that's the smallest port ;).
