It seems that my problems are due to erroneous datasheet of XS1-L8A-TQ128. According to revision history:

PCU pins were incorrectly instructed to ground that makes RST_N to be non-functional and caused for our boards non-functional startup. This is discussed in:

After I changed PCU pins according to latest datasheet, the board starts up correctly.
Without XMOS help I think I never had found the(ir) bug.
