Which version of tools are you using? have you done any modifications to the startKIT XN file? Can you give more information on which application you are trying to flash? Does this happens to all the applications you are trying to run on startKIT?

I flashed my program by using xTIMEcomposer version is 13.2.0 on Windows8 64bit. However, it did not work and I got "Error: F03020 An unrecoverable error has occurred; exiting." Then, I tried it on Linux 32-bit and it worked fine.
Will xTIMEcomposer version is 13.2.0 work on Windows8 64bit?

I'm also having this problem on an un-altered startKit. Whether running the command-line version or through xTIMEcomposer. Version: Community_14.1.2 (build 17961, Dec-04-2015) on Windows 8.1 Pro (64-bit).
Compiling, debugging, running application no problem. Just can't flash - I get:
Error: F03020 An unrecoverable error has occurred; exiting.
